كما أنه يعزز اتجاه الدولة نحو تشجيع الاستثمار ومشاركة القطاع الخاص في مشروعات البنية التحتية وذلك وفق الضوابط الدستورية والقانونية التي تحافظ على مقدرات الأمن القومي المصري، وبما يضمن تحسين جودة الخدمات المُقدمة للمواطنين، وتحويل قطاع مياه الشرب والصرف الصحي إلى منظومة متكاملة تحقق التوازن بين الجودة والاستدامة والعدالة الاجتماعية وتعزيز ثقة المواطنين في أجهزة الدولة المعنية بحماية حقوق المستهلكين.
Deputy Minister of Housing Chairs Meeting of the Committee Preparing the Draft Executive Regulations for the Drinking Water and Wastewater Utility Law
Dr. Sayed Ismail, Deputy Minister of Housing, Utilities, and Urban Communities, chaired the meeting of the committee formed pursuant to a decision by Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities. The committee is mandated to prepare the draft executive regulations for the Drinking Water and Wastewater Utility Law. The meeting was attended by the committee members, including relevant legal advisors, representatives of the Drinking Water and Wastewater Regulatory Agency for Consumer Protection, and the Project Management Unit (PMU) at the Ministry of Housing.
Ismail: The executive regulations are the cornerstone for implementing the new law
At the outset of the meeting, Dr. Ismail emphasized the importance of the committee’s role, praising its efforts. He stressed that preparing the executive regulations for the Drinking Water and Wastewater Utility Law represents the cornerstone for putting the law into effect.
During the meeting, a report was reviewed outlining the articles that have been drafted thus far in the executive regulations.
Agreement on biweekly meetings until the final draft is completed
Concluding the meeting, Dr. Ismail directed the committee to expedite the drafting process, while agreeing on holding regular meetings every fifteen days until the final draft is completed. Following that, broad consultative sessions will be held with the various stakeholders in the water and wastewater sector within the ministry. The draft will then be submitted to Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, for approval, in preparation for final endorsement by the competent authority.
It is worth noting that the Drinking Water and Wastewater Utility Law, approved by the House of Representatives in May of this year, represents a pivotal milestone in the state’s efforts to achieve water security and promote environmental sustainability.
The law also supports the state’s direction toward encouraging investment and expanding private sector participation in infrastructure projects, in line with constitutional and legal safeguards that preserve Egypt’s national security interests. It aims to improve the quality of services provided to citizens and transform the water and wastewater sector into an integrated system that balances quality, sustainability, and social justice, while strengthening citizens’ confidence in the government bodies responsible for protecting consumer rights.
