أصدر المهندس شريف الشربيني، وزير الإسكان والمرافق والمجتمعات العمرانية، القرار الوزاري رقم 773 لسنة 2025، المتعلق بتقدير القيمة المتوسطة لتكاليف إنشاء المتر المسطح من المباني.
ويأتي هذا القرار في إطار حرص الوزارة على مراعاة ظروف المواطنين وتسهيل إجراءات البناء، بما يشجع على البناء وفق التراخيص الرسمية والضوابط القانونية.

تحديد القيم طبقًا لتصنيف المدن العمرانية

تضمن القرار تقدير القيمة المتوسطة لتكاليف إنشاء المتر المسطح من المباني بمدن هيئة المجتمعات العمرانية الجديدة، بحيث تراعي القيم طبيعة وتصنيف كل مدينة بما يتناسب مع مستواها العمراني والخدمي.

“الإسكان: تسعير عادل لتكاليف بناء المتر المسطح بما يتناسب مع كل محافظة”

أوضحت المهندسة نفيسة هاشم، مستشار وزارة الإسكان والمشرف على قطاع الإسكان والمرافق، أن المادة الأولى من القرار حددت التكاليف المتوسطة لإنشاء المتر المسطح شاملاً كافة الأعمال الأساسية والتشطيبات الداخلية والخارجية، وذلك على النحو التالي:

• 1400 جنيه لمدن هيئة المجتمعات العمرانية الجديدة الواقعة في نطاق محافظات القاهرة الكبرى ومحافظة الإسكندرية.

• 1000 جنيه لمدن هيئة المجتمعات العمرانية الجديدة الواقعة في باقي المحافظات باستثناء محافظات الوجه القبلي.

• 800 جنيه لمدن هيئة المجتمعات العمرانية الجديدة الواقعة في نطاق محافظات الوجه القبلي.

تعزيز الالتزام والانضباط في قطاع البناء

أكدت وزارة الإسكان أن هذا القرار يهدف إلى ضبط منظومة البناء في المدن الجديدة، وضمان الالتزام بالتراخيص الرسمية، بما يسهم في الحفاظ على الطابع العمراني للمدن ويحقق التوازن بين التكلفة والجودة.

Ministerial Decree to Support Citizens and Encourage Licensed Construction

Eng. Sherif El-Sherbini, Minister of Housing, Utilities, and Urban Communities, has issued Ministerial Decree No. 773 of 2025 concerning the estimation of the average construction cost per square meter of buildings.
The decree aims to take into account citizens’ circumstances and facilitate licensed construction, thereby encouraging individuals to build in accordance with official permits and legal regulations.

Cost Estimates Based on the Classification of New Urban Cities

The decree includes the estimation of average construction costs per square meter in cities under the New Urban Communities Authority (NUCA). The values were determined according to the classification and nature of each city, ensuring they align with the urban and service levels of these communities.

Details of the Ministerial Decree

Eng. Nafisa Hashem, Advisor to the Ministry of Housing and Supervisor of the Housing and Utilities Sector, explained that Article One of the decree sets the average costs of construction per square meter, covering excavation support, foundations, structures, as well as all types of internal and external finishes. The costs were set as follows:

• EGP 1,400 for NUCA cities located within Greater Cairo and Alexandria Governorates.

• EGP 1,000 for NUCA cities located in other governorates, except for Upper Egypt.

• EGP 800 for NUCA cities located in Upper Egypt governorates.

Enhancing Compliance and Discipline in the Construction Sector

The Ministry of Housing emphasized that this decree aims to regulate the construction process in new cities and ensure adherence to licensed building standards. This contributes to preserving the urban identity of cities while striking a balance between cost and quality.
