حذر المهندس داكر عبد اللاه، رجال الأعمال وعضو جمعية التطوير العقاري والمقاولات بجمعة رجال الأعمال المصريين و عضو مجلس إدارة الاتحاد المصري لمقاولي التشييد والبناء، من التداعيات الخطيرة التي قد تترتب على تطبيق قانون القيمة المضافة رقم 157 لسنة 2025، مؤكداً أن رفع الضريبة على نشاط المقاولات من 5% إلى 14% يمثل عبئاً ثقيلاً على الشركات ويهدد استقرار السوق.
وأوضح عبد اللاه أن هذا القرار قد يؤدي إلى زعزعة الأمن والاستقرار المالي داخل القطاع، نتيجة الضغط الكبير على التدفقات النقدية للمشروعات، سواء القومية أو الخاصة، مشيراً إلى أن شركات المقاولات تمثل طرفاً رئيسياً في تنفيذ مشروعات التنمية، وأي خلل في أوضاعها المالية سينعكس سلباً على سير العمل في المشروعات القومية. دعوات بعدم تطبيق القانون بأثر رجعي لحماية المشروعات القائمة

وطالب عبد اللاه الحكومة والجهات المعنية، وفي مقدمتها مصلحة الضرائب، بضرورة مراعاة طبيعة نشاط المقاولات عند صياغة اللائحة التنفيذية للقانون، بحيث يتم وضع ضوابط تضمن استمرارية المشروعات وعدم تعثرها، مؤكداً على أهمية عدم تطبيق القانون بأثر رجعي، لأن هناك مشروعات قائمة تم التعاقد عليها بالفعل، وأخرى تقدمت بمظروفاتها المالية والفنية قبل صدور القانون، وبالتالي فإن فرض الضريبة الجديدة عليها سيخلق أزمات مالية وتعثرات للشركات المنفذة. المقاولات تساهم بأكثر من 25% من الناتج القومي المصري

وأشار إلى أن قطاع المقاولات في مصر يعد من أهم القطاعات الاقتصادية، حيث يساهم بأكثر من 25% من الناتج القومي، إضافة إلى دوره المحوري في خلق ملايين فرص العمل المباشرة وغير المباشرة، وتنفيذ مشروعات قومية كبرى مثل المدن الجديدة، وشبكات الطرق، والبنية التحتية.
قطاع المقاولات ركيزة أساسية في الاقتصاد المصري
وشدد عبد اللاه على أن شركات المقاولات هي شريك أساسي في التنمية الوطنية، قائلاً: “نحن شركاء في هذا الوطن بكل ما تحمل الكلمة من معانٍ، نقوم بتعمير بلدنا وتطويرها، ولا يمكن لأي جهة أخرى أن تقوم بدورنا”.
وأضاف عضو مجلس ادارة الاتحاد المصري لمقاولي التشييد والبناء ، أن القطاع واجه خلال السنوات الماضية تحديات اقتصادية صعبة، بدءاً من ارتفاع أسعار مواد البناء وحتى أزمة السيولة، ومع ذلك استطاع المقاولون الاستمرار في إنجاز المشروعات القومية الكبرى، مما يعكس قدرتهم على تحمل المسؤولية الوطنية.
واكد عبد اللاه على ضرورة أن تنظر الحكومة إلى قطاع المقاولات باعتباره قاطرة التنمية، داعياً إلى حوار موسع بين الدولة والاتحاد المصري لمقاولي التشييد والبناء، لوضع حلول عادلة ومتوازنة تحقق مصلحة الدولة دون الإضرار بمستقبل الشركات أو المشروعات القائمة.
DAKER Abdallah Warns: New VAT Law Could Destabilize Egypt’s Construction Sector if Applied Retroactively
Eng. Daker Abdallah, Board Member of the Egyptian Federation for Construction and Building Contractors, has warned of the serious repercussions that may result from the implementation of the new Value Added Tax (VAT) Law No. 157 of 2025. He stressed that increasing the tax on construction activities from 5% to 14% places a heavy burden on companies and threatens the stability of the market.
In an exclusive Abdallah explained that this decision could destabilize financial security within the sector, given the heavy pressure it imposes on the cash flows of both national and private projects. He noted that construction companies are a key partner in implementing Egypt’s development projects, and any financial disruption will directly affect the progress of national projects.
Calls to Avoid Retroactive Application to Protect Ongoing Projects
Abdallah urged the government and relevant authorities, particularly the Tax Authority, to consider the nature of the construction industry when drafting the executive regulations of the law. He emphasized the importance of not applying the law retroactively, since many projects are already under contract or have submitted their financial and technical bids before the law was enacted. Imposing the new tax on such projects, he warned, would create financial crises and lead to delays.
Construction Sector Contributes Over 25% to Egypt’s GDP
He pointed out that the construction sector is one of the pillars of the Egyptian economy, contributing more than 25% of the country’s GDP. Beyond its economic weight, the sector plays a vital role in generating millions of direct and indirect jobs and in implementing major national projects such as new cities, road networks, and infrastructure.
Contractors as a Cornerstone of National Development
Abdallah underscored that contractors are essential partners in national development, saying: “We are true partners in building and developing this country. No other entity can fulfill the role we play in shaping Egypt’s future.”
He further noted that despite facing severe economic challenges in recent years—including rising building material costs and liquidity shortages—contractors managed to deliver key national projects, reflecting their resilience and commitment to national responsibility.
Finally, Abdallah called on the government to view the construction sector as the true driver of development. He urged for an open dialogue between the state and the Egyptian Federation for Construction and Building Contractors to find fair and balanced solutions that serve the country’s interests without jeopardizing the future of companies or ongoing projects.
