
In implementation of the directives of Eng. Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, to expedite the regularization procedures for applications submitted by citizens—and in light of recent presidential decrees transferring ownership of land parcels from previous authorities to the boundaries of several new cities affiliated with the New Urban Communities Authority (NUCA)—
the Central Policy Unit of NUCA held a meeting on how to address the newly added lands. The meeting was chaired by Eng. Amin Ghoneim, NUCA’s Vice Chairman for the Real Estate and Commercial Affairs Sector, with the attendance of NUCA leaders and heads of several new city authorities, hosted at the New Obour City Authority headquarters.

Dr. Eng. Ahmed Ismail Gaber, Head of the New Obour City Authority, welcomed NUCA leaders and the heads of participating city authorities, emphasizing at the start of the meeting the importance of enhancing coordination and exchanging perspectives to remove obstacles and push work forward in line with political leadership directives.

The meeting was also attended by the heads of the city authorities of: El-Shorouk – New Sphinx – Sheikh Zayed – 6th of October – New 6th of October – New Port Said – West Port Said – New Alamein – New Damietta, along with several NUCA sector leaders and authority officials.
Ghoneim: Strict Timelines and Weekly Follow-up to Complete Procedures in Accordance with Political Leadership Directives
In his opening remarks, Eng. Amin Ghoneim stressed the importance of the land regularization file, highlighting the need for rapid progress while studying and addressing all legal, technical, and real estate obstacles. He called for setting precise timelines to complete the files and for strict adherence to them.
Technical and Legal Solutions to Overcome Obstacles While Safeguarding Small Landowners’ Rights
Dr. Eng. Ahmed Ismail Gaber presented a briefing outlining completion rates for application reviews, targeted completion goals, and an overview of completed and ongoing utility works (water, sewage, and roads). He also outlined the main technical and legal challenges and proposed solutions, emphasizing the importance of considering the social dimension and protecting the rights of small landowners.
The participating city heads presented the current status of their cities, the challenges they face, and practical proposals for implementing the political leadership’s directives. They also discussed several mechanisms and regulations planned for adoption.
The meeting concluded with an agreement to establish clear and well-defined schedules proportionate to the volume of applications received, to monitor implementation on a weekly basis across all cities, to assign specialized task forces to remove any obstacles to ongoing projects, and to intensify efforts and manpower to ensure rapid completion of works according to the set timelines—achieving the public interest and meeting citizens’ needs as quickly as possible.
